If marked as a to-do item, you can view the Submission Feedback task from the Course Outline (To-Dos tab). 
Otherwise, the task will be embedded on a lecture page as follows:

Your first comment on the submission either as a new comment or reply will count towards the completion of your Submission Feedback task. If your course has points enabled, you will receive points once you submit your comment!
